NDCA Short-Term Accident Relief Fund (STAR Fund)

NDCA Short-Term Accident Relief Fund provides a one-time $50* FairPrice Voucher to NDCA members to help ease their financial burden as a result of injuries sustained in the course of freelance delivery work.

Required Documents

When appliying, you will need to provide the following documents:

Proof of Activity as a delivery worker

  • Screenshot of platform app, showing your name and account OR;
  • 1 Weekly income statement

Details of Accident while Working (Proof of Accident and Injury Sustained)

  • Copy of medical certificate and / or doctor's report, police report, media report (if applicable).
  • Screenshot of medical certificate or documents showing proof of delivery work at the time of accident

NTUC Care Fund (Youth Enable)

The NTUC Care Fund (Youth Enable) is a grant which aims to provide continual support for youths in Institutes of Higher Learning (“IHL”) to complete their studies in times of adversity due to sudden and unforeseen circumstances.

Who is eligible?

The NTUC Care Fund (Youth Enable) is only available to NTUC Union Members.

Additionally, there are certain criteria that need to be met before you are eligible.

Members who wish to apply for the grant for their child/children must have at least 6 continuous months of membership at the point of application and must not be in arrears.

The grant is for children (“beneficiary”) of union members enrolled in full-time courses at eligible IHLs to obtain their first tertiary certification.

Children of union members are eligible for the grant if the members encounter one of the following unforeseen circumstances which is of a non-industrial nature:

    1. Death;
    2. Total/Partial and Permanent Incapacity; or
    3. Serious chronic medical condition.

Gross Household Income of $4,400 and below, OR Per Capita Income of $1,100 and below if Gross Household Income exceeds $4,400.

How to Apply

Applications will open on 27 May 2024. Union members who meet the eligibility criteria can submit their applications via OneCARE.

For deceased members, next-of-kin may approach their respective Union/Association for assistance with the application. Please ensure all supporting documents are prepared.

When and how will the stipend be disbursed?

Upon successful application, members will receive an email notification about the application status. The stipend will be credited to the beneficiary’s registered bank account within 30 working days, subject to bank clearance.

CapitaLand-U Care Resilience & Enablement Fund (CAP+Ure Fund)

CAP+Ure Fund targets to provide interim financial support for low-to-medium income union members* who are impacted by sudden loss of income. The funds would be disbursed to help an estimated 2,500 children over 2 years or when the funds are fully drawn down, whichever is earlier.

To ensure that the needs of the children are not compromised, each child will receive a one-time disbursement of S$250 worth of FairPrice vouchers to provide for their daily necessities and schooling needs.

Eligibility Criteria

Member must meet the following criteria to be eligible for the funding:

Monthly Gross Household Income (GHI)

…of $5,800 and below or Per Capita Income (PCI) of $1,450 and below if exceeds GHI.

Children aged 21 years old

…and below studying at eligible educational institutions*.

6 months of continuous

…paid-up union membership.

Eligible educational institutions

The eligible educational institutions mentioned above are as follows:

  • Government / Government-aided / Independent schools (primary and secondary) under the Ministry of Education;
  • Junior colleges; Institute of Technical Education; Millennia Institute;
  • Special education schools

Application Process

1. Members would be required

…to obtain and submit the application form direction from their respective unions.

2. The completed and signed

…application form, together with the relevant supporting documents should be verified and endorsed by the member’s union.

NTUC Gift

Coverage of death, total/partial and permanent disability of up to $40,000 for union members who are below 65 years old.

Who is eligible?

You are an NTUC member who is

…16 to 65 years of age; including spouses below the age of 65, i.e. before their 65th birthday

You paid at least 6 months

…of continuous union/association membership.

You are physically and actively at work

Members who are on paid medical leave and /or on no pay leave shall be deemed to be not actively at work. Members who are not actively and physically at work shall not be eligible until they return to active service and are medically certified to be in good health.

Leaders of unions /associations registered under the Trade Unions Act or Societies Act and are affiliated to NTUC are eligible for double cover

Programme details

Extension is allowed upon write-in request and token administrative fees of $1 to $3 per year, depending on age. All extension requests are subjected to approval.

No. As this is a group insurance arrangement, a Master Policy will be kept by NTUC.

How to make a claim

Please contact your union. If you are a general branch union member, you can contact NTUC Customer Service Centre. If you are an association member, please contact your association.

NTUC GIFT claim form must be submitted within 30 days of member’s death or permanent and total disablement.

Union Training Assistance Programme (UTAP)

Enjoy course subsidies as you upgrade to stay relevant in the job market.

What is UTAP?

UTAP is a training benefit for NTUC members to defray their cost of training. This benefit is to encourage more NTUC members to go for skills upgrading.

NTUC members enjoy 50% unfunded** course fee support for up to $250 each year when you sign up for courses supported under UTAP. NTUC members aged 40 and above will get increased funding support from $250 to $500.

Who can apply?

All NTUC members can apply for UTAP. However, the following criteria must be met to be eligible for UTAP:
Paid-up union membership

…before the course commenced, throughout the course, and at the point of claim.

UTAP application must

…be submitted within 6 months after course completion.

The course must not be

…fully-funded through company sponsorship or other types of funding.

You must not be

…blacklisted by SSG for training grants

You must achieve

…minimum attendance for the course based on existing Government regulations and sit for all prescribed examination(s), if any.

Course by training provider

…must be supported under UTAP, and training must commence within the supported period.
