NDCA Short-Term Accident Relief Fund (STAR Fund)
NDCA Short-Term Accident Relief Fund provides a one-time $50* FairPrice Voucher to NDCA members to help ease their financial burden as a result of injuries sustained in the course of freelance delivery work.
Required Documents

NTUC Care Fund (Youth Enable)
The NTUC Care Fund (Youth Enable) is a grant which aims to provide continual support for youths in Institutes of Higher Learning (“IHL”) to complete their studies in times of adversity due to sudden and unforeseen circumstances.

The NTUC Care Fund (Youth Enable) is a grant which aims to provide continual support for youths in Institutes of Higher Learning (“IHL”) to complete their studies in times of adversity due to sudden and unforeseen circumstances.
This grant is open to NTUC Union Members and NTUC Starter Members.

Who is eligible?
The NTUC Care Fund (Youth Enable) is only available to NTUC Union Members.
Additionally, there are certain criteria that need to be met before you are eligible.
Members who wish to apply for the grant for their child/children must have at least 6 continuous months of membership at the point of application and must not be in arrears.
The grant is for children (“beneficiary”) of union members enrolled in full-time courses at eligible IHLs to obtain their first tertiary certification.
Children of union members are eligible for the grant if the members encounter one of the following unforeseen circumstances which is of a non-industrial nature:
- Death;
- Total/Partial and Permanent Incapacity; or
- Serious chronic medical condition.
Gross Household Income of $4,400 and below, OR Per Capita Income of $1,100 and below if Gross Household Income exceeds $4,400.

How to Apply
Applications will open on 27 May 2024. Union members who meet the eligibility criteria can submit their applications via OneCARE.
For deceased members, next-of-kin may approach their respective Union/Association for assistance with the application. Please ensure all supporting documents are prepared.
When and how will the stipend be disbursed?
Upon successful application, members will receive an email notification about the application status. The stipend will be credited to the beneficiary’s registered bank account within 30 working days, subject to bank clearance.

CapitaLand-U Care Resilience & Enablement Fund (CAP+Ure Fund)
Eligibility Criteria
Member must meet the following criteria to be eligible for the funding:
Monthly Gross Household Income (GHI)
…of $5,800 and below or Per Capita Income (PCI) of $1,450 and below if exceeds GHI.
Children aged 21 years old

- Government / Government-aided / Independent schools (primary and secondary) under the Ministry of Education;

*Members who require assistance in reskilling themselves in order to find alternative employment or upskilling themselves to upgrade their current job will be enrolled in the NTUC LIFT-UP Pathfinder, a programme supported by the President’s Challenge Empowering for Life Fund where members and their families will undergo customised training to level up their employability, skills and resilience.
NTUC Gift
Coverage of death, total/partial and permanent disability of up to $40,000 for union members who are below 65 years old.
What is it?
NTUC GIFT is a group insurance policy exclusively for members of NTUC affiliated unions and association. All union members who are below 65 years old are automatically covered against death, total/partial and permanent disability of up to $40,000. Union leaders are eligible for double the sum assured. Union members’ spouses below 65 years old are also covered against death, total/partial and permanent disability. Eligible members aged 65 years and above can opt for extension of coverage with payment of a token fee.

Extension is allowed upon write-in request and token administrative fees of $1 to $3 per year, depending on age. All extension requests are subjected to approval.

Union Training Assistance Programme (UTAP)
Enjoy course subsidies as you upgrade to stay relevant in the job market.
What is UTAP?
UTAP is a training benefit for NTUC members to defray their cost of training. This benefit is to encourage more NTUC members to go for skills upgrading.
NTUC members enjoy 50% unfunded** course fee support for up to $250 each year when you sign up for courses supported under UTAP. NTUC members aged 40 and above will get increased funding support from $250 to $500.

How to apply?
- Find a course that is supported by UTAP.
- Register for a course with a training provider and attend training. For course information and enrolment, please contact the training provider.
- Log in to the U Portal account to submit the UTAP application. NTUC members should apply for their UTAP claim within 6 months after the course ends. Late applications will be rejected.
Frequently asked questions
U Portal is for NTUC members to file a claim for UTAP funding support after completing their courses. You may sign up for the eligible courses directly from the Training Providers. To know if the courses are eligible for funding support, refer to Question 1.
You may contact the training providers directly or visit their websites for more information about the courses.
Not all courses by an approved training provider are supported by UTAP. If you are unable to find the course, we would recommend that you enquire with the training provider for relevant course support. Alternatively, you may write to UTAP@e2i.com.sg for advice on courses eligible for UTAP reimbursement.
UTAP supports courses that enhance members’ employment and/or employability. The Training Provider can get in touch with e2i to list their course(s) on the SkillsUpgrade website if they meet all the UTAP criteria, subject to evaluation and approval for UTAP support. Training Providers may write to followup@e2i.com.sg.
If you are an NTUC member, NTUC LearningHub will offer UTAP support at the point of course registration, saving you the trouble of applying for UTAP reimbursement after course completion. You may enquire directly with NTUC LearningHub at their sales sites. You may also visit the NTUC LearningHub website to find out what courses are offered.

No. UTAP reimbursement is fixed at 50% of the course fees paid out-of-pocket, capped at $250 or $500 per calendar year (depending on the member’s eligibility). Please refer to the payment amount made indicated in the proof of payment (e.g. invoice or receipt) and key in accordingly.
Nett Course Fee Paid refers to the out-of-pocket amount paid for the course fee after deducting all other subsidies (including SFC). This should be found in the proof of payment (e.g. invoice or receipt).

You are required to upload two documents to support the claim. These documents are essential to prove that you have made payment for the course before e2i can process any reimbursement:
- Proof of payment (e.g.: Course Invoice / Receipt)
- Proof of completion (e.g. Certificate / Result Slip)

UTAP utilisation is calculated based on the year the course commenced. If your course commencement date was in the previous year, you would be utilising the previous year’s UTAP balance.
